In 2002 the local council of Lund, Sweden, decides to implement the UN Convention of the Rights of the Child. A number of actors, such as the state, the civil society, the political society and the bureaucracy, participate in the political process with different authority and points of departure. This thesis studies the actors´ interactions from an inside perspective by applying concepts such as political power, democracy and implementation. The methodological departure is action research from within, a local NGO, the local board of Save the Children Sweden. The results of the study indicate that governance and steering of the implementation process at the communal level is weak.

This study aims at contributing to the studies of Political implementation. The theory of implementation claims that local implementation that meets the demands of national policies is close to none existing. By examining the implementation of industrial policy in two Swedish municipalities that differs in location, prosperity and political believes I am putting the theory to the test. If the test were to show that the implementation is rather well executed in these two cases, where the risk of failure is great, the questions about whether the theory is valid or not will rise.By interviewing the two local government employees in charge of the work with industrial policy, and studying their strategic documents I got my answers. This by looking at their work but also their attitudes towards the national policy in terms of understanding the policy, being able to work with it, and wanting to work with it.

This thesis investigates how teachers in political science work with global issues in their teaching. It investigates the implementation within a specific area. Implementation is a problematic concept and in debate it is often accused of not working.This thesis finds out whether dissatisfaction exists among teachers when it comes to how municipal schools work with global issues.The investigation consists of three interviews made with teachers in political science, all from municipal upper secondary schools, in three different cities.The result shows that dissatisfaction exists among the teachers. Lack of time and lack of dialogue between the teachers and the principles are described as the main hindrances to reach the goals of the implementation. AbstractParticiapation from the citizens in a democratic society is one of the ground pilars for the function of the democratic society. The goal for the Swedish contemporary democracy is to complement the representative democracy with different kinds of participatory activities for the citizens. But is it working? The purpose of this essay is to exame the problems that might occur when the citizens participate in a wider extent than just voting. The focus is problems connected to the democratic value political equality.

This essay focuses on the implementation of the strategy gender mainstreaming in the European Union and the member states. It starts to identify problems connected to the implementation process and recognizes significant prerequisites for an efficient implementation of the strategy. The main problems and prerequisites are: political will, governance and structure and knowledge about gender equality. The empirical material consists of reports from the EU that touches upon gender mainstreaming and gender equality. The problems and prerequisites will be analysed in relation to the governance perspectives top-down and bottom-up and expert bureaucratic and participative democratic and gender and feminism.

Fighting against accidents with elderly involved have come to be one of the west world's greatest challenges together with the climate changes and epidemics, and in order to fight against these accidents SDF Centre, Gothenburg appointed a man to the post as a caretaker.The aim of this master thesis is to analyse whether the implementation process and the systematic work correspond with Vedungs implementation theory and also put forward arguments for and against a masculine entrance into promotion old-age care; if it strengthens or is a take-off from the classical sexual roles.The thesis main theory is Evert Vedungs theory of implementation, which is constituted of eight factors which facilitates an implementation process. In order to theorise the sexual roles I have appropriated a gender perspective, constituted of multiple researchers and authors.The conclusion I have received through the qualitative interviews carried out with actors involved in the implementation process, is that the security services implementation correspond well with Vedungs implementation theory, hence the implementation has proceeded efficiently. The classical sexual roles is on one hand strengthened through a masculine possession of the security service, and on the other hand can the masculine entrance in the old-age care entail that more men apply for promotion old-age care work..

This thesis treats the question of how a political vision is given a concrete form. The Swedish government has defined a view of gender inequality. To change the subordination of women national goals have been established. These give guidelines to the different parts of the administration. The primary scope of this thesis is to analyse the conditions for the implementation of these goals in two parts of the administration, the county administrative board and the local municipal authority.

The aim of this essay is to study the decision making process and implementation of the principle of political participation and influence for Roma minority in Sweden. The results regarding the decision making process is structured through a discourse influenced policy analyses. Problem picture and recommended measures in the political documents representing the decision making process are analysed through theories of minority rights and equality. The implementation is seen through, by the author given minority discourse and the work in the roma council and analysed by the same theories already mentioned.The results show that regarding the decision process the aim of art.15 in the framework convention is based on the idea of equality while the Swedish documents relates more to an idea of the right to speak for the group. Regarding recommended measures, the framework convention gives several recommendations on specific measures for political participation while the Swedish documents focuses on the general politics of the state.

The aim of this paper is to explain and compare non-compliance of two EU-directives, ?the quality of bathing water? and ?the working time directive?. This study answers the questions: Why didn?t Sweden implement the directive on bathing water quality and the working time directive correctly? Are the reasons for non-compliance the same or different in the two cases? The paper is designed as a case study and with an explanatory attempt we explain why the two directives weren?t implemented correctly in Sweden. The theoretical approach is based on both general- and EU-specific implementation theories.

Anonymous job applications as a method to further diversity on the labour market is widely discussed. The method aims to promote an equal selection procedure, where the employer can only judge on merits and experience. We are with this study on the other hand interested in seeing how this specific method of employment has been implemented. We have chosen to perform a small qualitative case study, of a limited attempt of this method in the government administration of Kortedala, a district in Gothenburg.Our intrests are to see whether we can, while studying a specific implementation procedure, show that any implementation problems have occurred. Furthermore explaining it by applying our implementation theory, that consists of Lennart Lundquists three criterias for explaining implementation problems experienced from the appliers' standpoint.

The aim of this study is to discuss the implementation of Swedish integration policy from the perspective that public officials, so called front-line bureaucrats, are the real creators of this policy. The concept of integration is far from unambigous; it can have different meanings depending on the theoretical perspective applied. This give topical interest to the question of how the concept is conceived on the national level versus the implementation level. I also aim to uncover how these front-line bureaucrats look upon their role as creators of integration policy. My material consists mainly of interviews with front-line bureauctrats.

The study consist of an investigation regarding the implementation of reassurance policing in Sweden and include a survey conducted among some of the local police offices in Stockholm County. The aim of the study is to investigate how the police officers working in the local polices offices experience the implementation of the local police offices and if the implementation of local the polices offices matches the police authority´s purpose with the project. The study uses the theoretical framework from political scientist Michael Lipsky calledStreet-level bureaucracy - Dilemmas of the individual in Public services which discuss the role of street-level bureaucrats and their influence in the implementation. Included in the study is also two different perspectives on governing in public sector called top-down perspective and bottom-up perspective. The findings of this paper shows that the police officers are in general positive towards the implementation and that there´s a duality among the police officers regarding the proximity to the citizens..

Within the political science literature that deals with the implementation process a central part has long been what is sometimes called the implementation deficit. This means that the effect of a policy decision doesn´t turn out as it was originally intended. The often used explanation is that the policy decisions moves through many levels during its implementation where different actors can change or alter the decision in various degrees. This phenomenon has gradually become more and more attended within the legislative process in the European Union and has been addressed in numerous studies. The purpose of this paper is to examine the implementation of The Habitats Directive, as its embodied in regulatory documents, in the Swedish multi-level system.

This paper investigates the impact of the Palermo protocols international definition of the problem, the convention against organized crime presented by the European Union on the Swedish legal system and its action plan. A qualitative text analysis focusing on the discourse of the intentions behind the internationally presented legal documents and compared against the carrying out of said national objectives.
